Two different reasons to reline

The second is size. A chimney built for a coal furnace, converted to oil and then to gas, is venting an appliance producing a fraction of the flue gas it was designed for. The gases cool, condense, and the acidic condensate works on the masonry from inside. A liner sized to the appliance solves both the corrosion and the draft.
Size comes from the appliance
Diameter is set by the manufacturer's venting tables, not by what fits down the chimney. Smaller than the flue is not the same as correct for the boiler, and it is worth asking to see the table.
When insulation is needed
