A cross-break is a shallow ridge pressed into the sheet so water is forced to the edges. With stainless rather than galvanized it removes both failure modes at once, and it is the last cover the chimney needs.
The collar is where many leak
The cover has to seal where the flue pipe passes through. A proper collar with a storm seal does that; a bead of silicone does not.
What the staining is telling you
Rust runoff is a late symptom. By the time it is visible the cover has been holding water for years and has probably already perforated. What matters is what happened inside the chase in the meantime.
Look inside before recovering
Water in a framed chase wets framing and insulation with nowhere to dry. Replacing the lid over rotted framing solves half the problem.
